Recent update causing USB mouse/keyboards to stop working

I have been dealing with this type of problem on all the computers ay the church where I help keep their IT equipment operational. I've been able to correct most of the problems by applying fixes either in the forum or online searches. There is one that I haven't been able to concur at that is a dock problem on a Microsoft Surface Pro 4 where none of the USB ports work and the earphone port died. The USB ports died in early January and the earphone died on this current update 

KB4074588. I finally got the onboard keyboard fixed today after applying a fix I found on Microsoft but it didn't correct the dock problems. I tested this dock n another Surface Pro 4 and it worked fine.http://www.catalog.update.microsoft.com/Search.aspx?q=KB4074588

This worked but not really in the way I would have expected.

KB4074588 had installed on February 13 and my USB mouse stopped working.  Windows Update showed that a restart was required.  I restarted the pc numerous times over the course of a few days and the status never changed but a check on the version of windows showed the correct version number.  The USB mouse never worked although other devices plugged into the USB port, such as a backup drive and camera, did.

I ran the command noted in the fix and after the required restart, my USB mouse worked.   The Windows update screen showed KB4074588 had failed and quoted an error number which I didn't record.

However, within minutes KB4074588 started downloading AGAIN and installed before I had a chance to do anything.  Living dangerously, I rebooted. KB4074588 now showed as having successfully installed and the USB mouse is working. 

This is really unfortunate as I've completely lost faith in Windows updates as my pc also suffered from the BSOD back in January.  So much wasted time fixing Microsoft's fixes since the new year. Now I cringe (and back-up) every time I see a new update.

I know exactly what you mean.  I am a Windows developer and IT Support person and I am having so many issues with Windows 10 that I am seriously considering either winding my clients back to Windows 8.1 or 7, or Linux if they don't need any specific Windows apps. My business clients are all complaining about the amount of down time that is hampering their businesses as a result of Windows Updates.

Microsoft need to bring back their testers and invoke a strong testing regime for all code that is shipped to end users so that we can get back to the days where you could trust that a Windows Update would not break anything.
