Windows 10 Spotlight - Strange behavior after Fall Creators Update

That's the thing.  DISM doesn't need to find errors.  but it does things behind the scene .

For me I had weird issue which it didn't change the Spotlight picture for a whole 2 days even when I tried to refresh it.  I deleted the Assets to recycle bin and then tried again, it was empty. then I restored it.  without restart it started to work and update pictures. also on laptop.

I fixed the issue both on my laptop and desktop instantly.  I tried first the deleting the 2 files and then all assets and re re registr the app but didn't work on both. 

then I tried 

dism.exe /online /cleanup-image /scanhealth

     

dism.exe /online /cleanup-image /restorehealth

and the issue was fixed instanlty after a restart. 

I've tried to run DISM about three weeks ago, I've tried to run it with fresh downloaded copy windows.iso as Source also. No observable result. Tried to run it again today (black magic?), does not work either. No problem found during DISM run.

I thought I would update my situation even though It doesn't look like it will be much help as I think you have already attempted these steps:  I believe the following is the sequence of trouble shooting steps I took:

1. First, I attempted Fix 1 and Fix 2 in this link.  Didn't work.
2. The next step for me was Re-registering Windows Spotlight.  Didn't work.
3. Finally, I went into: Settings panel >  Personalization > Lock Screen. Under the Backgroundoption, choose Picture and set a picture as default lock screen background.  I then navigated to:  C:\Users<username>\AppData\Local\Packages\Microsoft.Windows.ContentDeliveryManager_<characters>\Settings

I then deleted the roaming.lock and settings.datfiles.  Lastly, I returned the default lock screen setting back to Windows Spotlight.  Bingo! that was what fixed it for me.  

Been working ever since.... essentially since my last post.  Hopefully it will continue.

The problem will not much disgusting if this picture was not displayed. Could have go on if the pic was good.

I figured to make it work after deleting files and such, you need to disable/enable    Show lock screen background pictrure on the sign-in screen.  after you do that it refresh and connect to the server again downloading new pictures.    that's the thing I was missing.   it's not 100% dism  command and it's not the other thing.    I did everything by order.

Restarted computer like 3 times each to make sure it's not the restart.

After doing everything I tried to switch between and still didn't work.  after I switch between Spotlight and the others  I cancel and enable the check box on each of the menus , spotlight and picture, after I did that  the Spotlight showed an updated picture.
