Windows 10 Spotlight - Strange behavior after Fall Creators Update

My setting for the Lock Screen was "Picture". I've tried to change it to "Windows Spotlight"  but after several seconds this setting is automatically re-set to "Picture" back?  Does this funcionality works?

    Try resetting and re-registering Windows Spotlight, see if that works:

    Open Start, type: regedit

    Right click Regedit

    Click Run as administrator

    Navigate to the following key

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Authentication\LogonUI\Creative\S-1-5-21-826134325-3229497062-2753576501-1001

    this will be your first user, if you got more change on all of them:

    Double click LockScreenOptions

    Change the Value data to 4

    Click OK

    Exit the Registry then restart.

    Lockscreen set to Picture.  No change after this correction. Setting  to "Windows spotlight" leads to "mixed" screen with rest of "Picture" settings. Closing and re-opening shows "Picture" setting again...

    FIX

    1. Go to privacy settings:
    2. Background apps turn on
    3. For spottlight setting app must be on.
    4. You can now use spottlight in personalisation tab.
