Windows 10 Spotlight - Strange behavior after Fall Creators Update

My setting for the Lock Screen was "Picture". I've tried to change it to "Windows Spotlight"  but after several seconds this setting is automatically re-set to "Picture" back?  Does this funcionality works?

    Summary:

    • re-registering of windows Spotlight.... no change
    • changes in registry...no change
    • background apps switched on....no change
    • another (local) account created...Windows Spotlight does not work either
    • SFC /scannow...no violation
    • Troubleshooters: Service Maintenace and BITS... no change
    • deleted files from Assets, Settings... no effect

    You don't need create a new local account. You should a turn on Background Apps (Settings>Privacy> Background Apps) then Windows Spotlight will be OK - not reset to "Picture". I tested it Win10 Home 1709, compilation 16299.19

    You can disable the apps below, if you don't need them.

    You are right, switch stays set to Windows Spotlight.  But changing of pictures does not work...

    A new local account created. Sign-in and found Lock screen setting was Windows Spotlight by default.  Same picture shown as in main administrative account.  No new picture download, no "Like/Unlike". Tried to find corrupted files using SFC but no violation found
