The windows 10 fall upgrade 1709 fails after about 45% mark.. Then gives an error message and returns system to 1703

I have tried all the suggestions on my laptop to complete the upgrade to fall creators 1709.  

I have tried the trouble shoot the upgrade (It always fins registry errors after the update...  I run it a couple of times and the second time the registry errors are gone but come back after trying the 1709 update)

I have tried the upgrade by doing the manual update

I have tried resetting all of update... and then trying the update again

I have tried by unplugging the Ethernet cable

I have done a chkdsk c: /f

I have tried Regcure pro (as recommended by Microsoft on a support page - they are a Microsoft partner)

I have tried going back to earlier backups of the laptop..

All end in the same way...

The updates fail after 45% with a old style popup box .. saying windows can not configure one of the system components...

I have tried many options...  but no solution...

I have spent over 80 hours working on this issue...  I really do not want to do a full reinstall of the laptop.... 

Help!!!

    This is a Joke, I have this issue on one of my PCs.  "can not configure one of the system components..."

    If can't fix the update why ask to update again and again and fail :)

    Either fix or don't re update with same error.

    Is there was a way to figure out what component/device is causing the failure?

    I have gone through all the debug steps and the final solution is to re-install Windows 10.....  (Including the helpful guided Microsoft debug page)  I would prefer that I not spend all the time reinstalling all my applications...  and setting them up...  (This could take over 3 days)

    It would be helpful for everyone if Microsoft would come up with a small utility to indicate what issue is causing the fall update to fail.... (If we knew what component was failing..  we could delete/repair it)

    For now I have selected the defer option on the fall update.. but I am back in the same bind when I was forced to update to windows 10 from Windows 8.1 and lose Windows Media Center....  (The odd thing is that I have updated from Vista to Windows 10 with no issues... and here we have a feature update blocking the way...)

    Microsoft... Please help

    I have run the updated "Update Trouble Shooter (running as administrator)"

    I have tried the repair upgrade..... (Using the Windows 10 ISO file)

    They all get to the same point and die....

    I have deferred this update. I am worried as the older 1703  does not seem to get the security updates that the 1709 version gets..  (I have multiple Windows 10 systems)

    I also tried the Beta upgrade program to get a more advanced update....  It also failed the same way...  This is very repeatable... and happened after running all the following debug steps (same result)

    Method 2:

    1.      Open an elevated command prompt

    2.      Type and run the following command:

    Sfc /scannow

    Dism /online /cleanup-image /restorehealth

    1. Then check if the issue still persists

    Method 3:

    1.      Open an elevated command prompt

    2.      Run the following command:

    net stop bits

    net stop wuauserv

    net stop appidsvc

    net stop cryptsvc

    ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

    ren C:\Windows\System32\catroot2 catroot2.old

    net start bits

    net start wuauserv

    net start appidsvc

    net start cryptsvc

    1. Exit command prompt and check if the issue persists

    Method 4:

    1.      Open registry editor by running regedit.exe

    2.      Back up the registry first before making changes to it

    3.      Navigate to HKLM\System\CurrentControlSet\Control\Session Manager

    4.      Check if PendingFileRenameOperations exists under the Session Manager key

    5.      If it exists, please remove it

    6.      Restart computer and check if issue persists

    Since you've already deferred the update, you may follow the steps below for the Windows 10 version 1703 Media Creation Tool will be available for a period of time after the release of the Fall Creators Update:

    1. Download the version of Media Creation Tool executable from this link and save it locally (e.g. C:\Users<username>\Download).
    2. Download version of Media Creation Tool catalog from this link and save it to the same location as step #1.
    3. Rename the catalog file downloaded from step #2 from "products_xxxxxxxx.cab" to "products.cab".
    4. Open an admin Command Prompt window.
    5. From the Command Prompt window, launch the Media Creation Tool executable with the "/selfhost" switch (e.g. "C:\Users<username>\Download\MediaCreationTool.exe /selfhost")
    6. Use the Media Creation Tool to download and install Windows 10 Creators Update (version 1703).
