The windows 10 fall upgrade 1709 fails after about 45% mark.. Then gives an error message and returns system to 1703

I have tried all the suggestions on my laptop to complete the upgrade to fall creators 1709.  

I have tried the trouble shoot the upgrade (It always fins registry errors after the update...  I run it a couple of times and the second time the registry errors are gone but come back after trying the 1709 update)

I have tried the upgrade by doing the manual update

I have tried resetting all of update... and then trying the update again

I have tried by unplugging the Ethernet cable

I have done a chkdsk c: /f

I have tried Regcure pro (as recommended by Microsoft on a support page - they are a Microsoft partner)

I have tried going back to earlier backups of the laptop..

All end in the same way...

The updates fail after 45% with a old style popup box .. saying windows can not configure one of the system components...

I have tried many options...  but no solution...

I have spent over 80 hours working on this issue...  I really do not want to do a full reinstall of the laptop.... 

Help!!!

    1. download and install everything:  https://www.voidtools.com/
    2. Panther logs by default are hidden.

    So using everything will find them and it is substantially faster than windows search

    1. Look for any of these Panther logs:

    C:\Windows\Panther

    setuperr.log

    setupact.log

    Setupmem.dmp

    setupapi.dev.log

    BlueBox.log

    Event logs (*.evtx)

    C:$Windows.~BT\Sources\Rollback

    $Windows.~bt\Sources\Rollback\setupmem.dmp

    $Windows.~bt\Sources\Rollback\setupapi\setupapi.dev.log

    $Windows.~bt\Sources\Rollback*.evtx

    $Windows.~BT\Sources\Panther\UnattendGC

    miglog.xml

    Windows\Logs\Mosetup

    Using one drive or drop box post share links into the thread for any of the Panther files.

    Rarely is this process easy.

    More often it is a lot of work to decode the logs.

    Post the error message and error code that you see in windows updates for the failed upgrade.

    Open administrative command prompt and copy and paste this whole command:

    I do not have one drive or drop box...  I worry about putting this much information on a public drive..  Apple have a utility which gathers up debug information and transports it up into a safe place in APPLE.COM....   This would be a great approach here... Does Microsoft have a utility to upload the necessary information to debug this issue??

    I also worry about following non-Microsoft advice and third party software "voidtools.com"

    I would really like to resolve this issue without spending 100's of dollars of spending much more time....

    I have done all that was suggested in the multiple paths of this article...  (a very complete path to try for a solution)...

    I have tried deleting drivers which are unused..  I have tried deleting drivers and letting them create automatically...  (I even deleted the wired network port and used the wireless port to download a new network driver..)..  I have deleted a lot of the 3rd party software...

    I really do not want to do through the bother of re-installing windows 10....

    Is there no utility to verify all device drivers???

    Failing with the standard error message.. but got a bit more information

    It failed with an error code 0xC1900101-0x30018

    Still pointing to a bad device..  another page recommended sending a copy of the system information

    is there a way to send a a .nfo file to you
