The windows 10 fall upgrade 1709 fails after about 45% mark.. Then gives an error message and returns system to 1703

I have tried all the suggestions on my laptop to complete the upgrade to fall creators 1709.  

I have tried the trouble shoot the upgrade (It always fins registry errors after the update...  I run it a couple of times and the second time the registry errors are gone but come back after trying the 1709 update)

I have tried the upgrade by doing the manual update

I have tried resetting all of update... and then trying the update again

I have tried by unplugging the Ethernet cable

I have done a chkdsk c: /f

I have tried Regcure pro (as recommended by Microsoft on a support page - they are a Microsoft partner)

I have tried going back to earlier backups of the laptop..

All end in the same way...

The updates fail after 45% with a old style popup box .. saying windows can not configure one of the system components...

I have tried many options...  but no solution...

I have spent over 80 hours working on this issue...  I really do not want to do a full reinstall of the laptop.... 

Help!!!

    Hi and thanks for your help.

    I have tried disconnecting everything I all but to no avail.

    Could it be a software conflict?

    I have tried removing my (Norton) antivirus. Still fails.

    Giving up hope now .... :(

    I had about the same problem. The upgrade failed at 45% and the log did say something about IIS. But it had nothing with the fix. What I did was to remove all my USB devices. The last one was my USB WiFi adapter then the installation worked.

    If you have any USB stuff or a card reader for an SD card or anything with USB. Try to disconnect them. That worked for me.

    I have tried this...  No luck.. it still fails...

    Another friend has this problem as well....  So many have suffered with this problem for a while now....  It would be great if Microsoft had a utility to highlight the exact driver which is failing!

    I have exactly the same problem  with a Dell Inspiron Desktop and have run out of things to try.

    Have wasted days on this. Upgraded an older PC with no problems.

    Trying to upgrade build 1703 to 1709. Have tried everything suggested in this and similar articles.

    Please, please help.

    For some people all the funky remedies seem to pan out...

    My poor old HP Pavilion DV4 just can not handle the 1709 upgrade...  and the record function does not seem to work over a reboot.. so the John Fer help does not help Microsoft with data...

    I really wish that Microsoft had a utility which would take a snap shot of the system after the update failure and upload the information to Microsoft to permit a resolution....  (Apple has a great utility for their stuff and it results in a fix, once they look at the information!)

    I have other systems which upgraded fine.. some with some prodding .. all have the same software...  with all the hacking going on... I may have to trash my laptop as the older 1703 does not seem to get all the new fixes....  Too bad...  It worked great on Windows 8.1 (with the Windows Media Center. [it was such a great product.. heaven knows why they abandoned it])

    Sigh!
