It's simple.
Open Task Manager and scroll to the bottom.
Right click Windows Explorer and then Restart.
Problem solved.

since I installed the latest updates to windows 10, the volume icon in system tray no longer works.
The icon IS there in the system tray
hovering over the icon shows the volume level
HOWEVER, when I left click OR right click on the icon, NOTHING happens---it will not open so that I can adjust the volume level
Why do the Windows10 updates do more harm than good?
I routinely keep sound levels low until I want to listen to something---now 1 PC (Win10 home) is stuck on volume 20% and laptop ( Win10 Pro) stuck on volume 63%
How can I fix this?

Jim, I'm glad I stumbled onto this discussion group. YES! The "restart" did the trick. This has happened with previous Windows updates (grrrr) and I do transcription, so I'm constantly needing to adjust the volume.

To Microsoft - Can you please tell me why restarting Explorer works, when restarting the machine itself has no effect on this bug? It would be good to understand why an action that seems to have nothing to do with sound resolves the sound issue. Thanks.

This fixed it the first time. Thank you for showing me this. Why won't people listen when you tell them how to fix something. You do have to keep scrolling until you get to Windows Explorer on the list. When you right click a menu of actions comes up. Click restart and it is fixed. Not even Microsoft knows this apparently.
