    I am having the same issue.  I looked at your regedit fix, but I don't have Outlook there.  I only have Hotmail and Windows Mail.

    I am using the Send to email command from my pictures folder.  I have tried setting the default for gmail app and chrome and I have set the protocol file type setting for gmail.  

    Nothing seems to work.  I still get the same message.

    I think it is a bit ridiculous that going into 2019 you have not found a solution for this error message, considering how many people have had this problem since the introduction of W10.  the registry error edit has not resolved the problem.

    What fixed it for me after following advise posted on this subject was quite simple

    1. Go to "Settings"
    2. Select "Cortana"
    3. Select "Permissions & History"
    4. Select " Manage the information Cortana can access from this device" (This is in Blue font)
    5. Then de-select (switch off) "Contacts, email, calendar and communications history"

    I did most basic trouble shooting when working with someone experiencing this issue such as setting Outlook as the full default program, restarting the PC, but overall what seemed to fix all the outlook issues that were occurring was a a simple Office Repair. This is done in the control panel, programs and features, find Microsoft Office Suite, select it, hit change at the top, click repair, and do a quick repair. This should fix all issues.

    Hi Stephanie,

    Thank you for your reply. As for the information asked:

    • W10 Pro version 1709 build 16299.125 (running at a Surface Pro 3)
    • Every time I turn on the computer, this exact message appears within a minute or less, even if I do not run any apps/software. Just by turning it on.
    • I tried the steps by Kapil Arya MVP, but there is no Microsoft Outlook folder (as it is not installed in my computer). So, I cannot proceed to Step 3.
