The error message can be due to the configuration of your device. To better understand your concern we'd like to know the following:

• If you're receiving the error message when using the Send to feature in File Explorer's context menu.

• The version and build of Windows 10 that you're using on your device. To check this, you can perform the steps posted on this link.

In addition, we'd like to check if you've already performed the steps based on the link that was provided by Kapil Arya MVP on this thread.

I am having the same issue (about every time I turn on my computer), and I do not want to install an e-mail client in my computer. I do not use the send function from the context menu. I am using W10 Pro version 1709 build 16299.125

I did most basic trouble shooting when working with someone experiencing this issue such as setting Outlook as the full default program, restarting the PC, but overall what seemed to fix all the outlook issues that were occurring was a a simple Office Repair. This is done in the control panel, programs and features, find Microsoft Office Suite, select it, hit change at the top, click repair, and do a quick repair. This should fix all issues. 

I had unsuccessfully tried to install a newer version of Microsoft Office and got the error when trying to revert back to the original version. This did the trick, thank you!!!

GO TO CORTANA SEARCH & TYPE "CORTANA SETTING" A SCREEN WILL COME UP LABELED "TALK TO CORTANA" SCCROLL DOWN TO WHERE IT SAYS "LET CORTANA ACCESS MY CALENDAR, EMAIL, MESSAGES, ETC" UNCHECK THAT BOX.  DO A RESTART. PROBLEM SOLVED. GOOD LUCK.

What is your email program?  Does it use the same address as you use to log in to Windows?

Yes I have same account added in Outlook.
