Razer Blade 2017 (shipped with 1709) here, same issue since purchase less than 6 months ago
I've tried a few different versions of Windows on my laptop and have had the most success with 1703. While this is in no way an acceptable solution, it has drastically reduced the stutters I was seeing when right-clicking on my desktop, and when opening programs. They are not all gone, however.
It's worth noting that, while this is clearly a software issue, laptop manufacturers should also be held responsible as they are shipping products out with this software already installed. My laptop came with Windows 1709 on it, which to me, means Windows 1709 is guaranteed to run optimally on my machine, and that it was tested for full compatibility with the hardware before mass production. The fact that this issue was happening out of the box for me and others, tells me that manufacturers are either knowingly selling hardware with incompatible software pre-installed; or are not testing their hardware for full compatibility with current software before production. To me, this makes the hardware manufacturers just as responsible as the software provider.
The reality of it tho, is that the hardware manufacturers likely won't take responsibility for this, and will be quick to blame it on software. Are there no rights for consumers in this situation? The laptops on this list aren't cheap, guessing between $1500-$2500 or more. And the fact that one of Microsoft's own products is on this list is even more worrying. If Microsoft can't figure it out on their own hardware, what hope do we have that they'll figure it out for everyone else? And what are other laptop manufacturers doing to assist with a fix? I'd urge everyone on this thread who hasn't done so to reach out to the laptop manufacturer as well. While I don't expect them to fix this issue, they need to be made aware of it as it's affecting the performance of their hardware.
