I see that you pointed out that the newer notebook, but the old notebook also has this problem, MSI GE62 HD4600+GXT960M often freezes, more frequently on the 1803 build.
On build 17134, close programs often appear frozen.

Hi,
there is a problem with laptops which have Intel iGPU + GTX 1050/1050Ti/1060/1070. The problem is whenever you perform some action on the OS, discrete GPU is triggered and it causes a 0.5s freeze.
Some actions, which causes the dGPU to wake up and lock up the whole system for about 0,5 seconds are:
Since the problem was OS based, it could be found on all laptop brands: ASUS, Acer, Clevo, Dell, Gigabyte, HP, Lenovo, Microsoft, MSI, Razer.
This is nearly a three-year-old bug:

Hi everyone,
With the latest KB4284848 the problem is partially solved. The community and I have tested the build and we can confirm that it fixes most of the freezes.
There are still some problems though. Some freezes left within the Edge browser
and File Explorer. Please post your feedback!

Wait wait wait.. So it seems like this issue was being resolved over the past couple Insider Previews (17643) and so it was looking like these fixed would have been implemented in version 1803. I've been staving off getting into the Insiders program because it was looking like these "fixes" were going to be implemented in this latest update. Instead, 1803 seems to make this worse. Is it because 1803 isn't close to build 17643? Are we to expect this in a hotfix or cumulative update then?
What is going on..?
I just want to use my Razer Blade (2017 1060) without the grief of stutter!
I have MSI GE62 VR 6RF Apache Pro laptop and i have this problem too. i installed 1803 version and my problem not solve. lag everywhere. lag in battery - lag in file explorer - lag in setting and ...
and please add my laptop model to the list
Added. 1803 does not fix anything and it makes things even worse :) We are waiting for a cumulative patch... Hopefully...
I never knew of this issue when purchasing my inspiron 7567 (how convenient none of the wonderful tech utubers don't talk about this....) and I have been awaiting a fix ever since. I had a lot of hope for this release but it does not fix the issue. There is still lag when clicking on battery icon, opening any application, file explorer, edge, chrome etc. This is unacceptable. I am very upset about this as it took a lot for me to save for this laptop. Microsoft needs to release a hotfix asap.
