Windows 10 apps won't open fully on first try - have to close and reopen for them to work

Windows Apps such as the Windows Store, Calculator app, Skype app, and Mail app usually do not open fully on the first try. The app window will show up, but the functions are not available. I will only see the logo of the app in the center of the solid theme color.

However, if I close the window and reopen the app, it will work fine.

Does anyone know how to fix this so that an app will open normally the first time?

(I have attached a picture of the Calculator app to demonstrate the problem.)

    I ran the Windows App troubleshooter and it detected: 

    "Reset and open Windows Store

    Windows store cache and licenses may be corrupt. Resetting Windows Store will resolve cache and licenses issues and restart Windows Store, would you like to reset now?"

    I choose to reset and solve the issue, it says its completed and fixed. I close the troubleshooter and re-open it, re-run the trouble shooter and it detects the issue again, even after it says fixed.

    I just updated my Windows 10 Home- Version 1709 (OS Build 16299.125)

    the issue seems to have gone away for now, and the apps launch on the firsts try after a second of lag.

    I am also having this annoying issue on a brand new laptop less than 2 weeks old.

    Windows 10

    Version 1703 OS Build 15063.850

    It happens when I try to open calculator, calendar, and settings.

    How do I fix it?

    I'm having a stupid little problem with a google app on my phone. thousands of people have replied over the last year and it still happens. And this is with a paid app. It makes the app unusable in certain situations. 

    Just fix the problems !!
