I have the same issues(Windows Apps do not fully open on first try after a period of non use-They work when closed and reopened). I have tried all of the suggestions in this thread to no avail.

Windows Apps such as the Windows Store, Calculator app, Skype app, and Mail app usually do not open fully on the first try. The app window will show up, but the functions are not available. I will only see the logo of the app in the center of the solid theme color.
However, if I close the window and reopen the app, it will work fine.
Does anyone know how to fix this so that an app will open normally the first time?
(I have attached a picture of the Calculator app to demonstrate the problem.)

Edit: The heck is this? It used to work by reopening after it got stuck on first attempt but now I've tried both Calculator app and it didn't open even after the second time! I thought it might be a glitch so I tried the Camera app and it gave me this error code. No clue what it is!
