maybe you could try doing the following if changing the power plans isn't working for you anymore.
- delete all power plans and create a new one. (I know it isn't working but just do it once more)
- open command prompt as admin and type the following powercfg.exe /hibernate off
what I've noticed is that turning off hibernation seemed to have solved all the problems. It worked for me and hopefully it'll work for you too! I haven't had this problem since I used @Xittenn's solution and also disabled hibernate.
also just to be sure that it isn't because of some broken registry files or something just run a proper clean up as well. I would recommend using IoBits Advanced SystemCare....not sure if that's what it's called but if you
google it I'm sure you'll find the right one.
