Microsoft games are "currently not available in your account"

I've been playing Solitare, Mahjong, Minesweeper, Taptiles, Jigsaw, and Sudoku daily for a long time. Starting yesterday afternoon with Minesweeper, I'm getting a "currently not available in your account" error from some of them. I tried uninstalling Minesweeper and now I cannot re-download for the same reason (it errors when trying to acquire the license from the Windows store). Today, Mahjong and Jigsaw started with the same behavior. As of right now, the only games that will load are Solitare, Taptiles and Sudoku. Xbox app loads fine. The store is able to download and install other apps and games without a problem. Everything else appears to be working fine.

This is on a first generation Surface Book (i5/256/dGPU), all current updates installed (I'm on the creator's update build of Win10). I have a separate desktop PC I have yet to check to see if the problem exists there, too.

I have tried wsreset and a reboot, but I refuse to re-register the store via command line. The last time I tried that, my store ended up so broken I had to do a total OS refresh and reinstall all my software. I don't have time for that right now.

    Same creeping problem. First one game, then two more, now even non-Microsoft Magic Puzzles.

    Researching error code found referral to identity verification. 

    Maybe that will help the techs.

    Identity verification, that's a laugh. I log into my Surface with Windows Hello and have been through the 'verification' process a bazillion times since I set that thing up. My account also uses 2-factor authentication and I have the authenticator app on my smartphone. Ironically, we're probably all posting here while logged into same said accounts. Ugh. This is annoying as heck.

    I've been actively playing all of these games without issue since Windows 8. This is completely stupid. My game data has moved from the old Surface RT units and an old desktop to a Pro 3 to the Surface Book and a desktop PC via Xbox Live and Windows syncing. This is literally the first time I've ever seen anything like this happen. Windows 8 had some quirks, but this is downright obnoxious and completely unacceptable. Considering that we've all but lost control over how our OS updates, who knows what MS did, pushed, or changed that caused this. Not long ago, they had some stupid bug that caused an hourly task to run that would pop up a box on your screen that would quickly disappear... making me think I had a virus on my machine and damn near getting me killed in every game because it would dump me onto my desktop and out of my game. Now I can't play any of MS's simple games that used to be built into Windows with no phone-home license checks. Grr. I really do like Windows 10 but this is a glaring weakness of "windows as a service". Let's just say that MS isn't doing so hot with that "service" aspect right now.

    So far, no one from MS has given us an answer. Windows Apps troubleshooter does nothing for me. Windows Update troubleshooter does nothing for me. Problem persists.


    Root Cause 1: Windows Store Data Base (SoftwareDistribution) not being configured

    If Root Cause 1, how did this suddenly happen to as many people as there are here? My store is updating OTHER APPS WITHOUT A PROBLEM. Only MS games apps for me appear to be affected by this problem. How is it possible that SoftwareDistribution (which would include Windows Update as well) is "not configured" when Windows is updating itself as well as other store apps. WTH kind of explanation is this?

    Root Cause 2: User Account Profile (Usually with MS account signed in with the account)

    How and why would Root Cause 2 span multiple PCs without the issue being caused by something on MS's side? We log in with Microsoft Accounts which are no longer just local accounts. I could buy local corruption if I had the problem on just one PC, but I don't. It is on 2 totally separate machines.

    Edge problem resolved by running Settings\Troubleshoot\Windows Store Apps. I still cannot run Minesweeper on my main PC nor on my portable.
