This is the link that you want (need) as of 6/5/17, choose between the 32bit (x86) or the 64bit (x64) or just install both if you have a 64bit (x64) based system.
Hint: The 32 bit is the most commonly used for app and program development as it will run on both 32bit and 64bit PC's.

You need to install the Microsoft Visual C++ 2015 Redistributable Update 3 RC from the link supplied in the marked as answer reply to this thread, the 32bit version download and install of the data link library will be the most likely one that you will need, even if you are using a 64bit system, however, if the app that needs the file to run was developed for a 64bit OS only then you will need the 64bit version. You can install both versions on a 64bit system as a 64bit system will run both 32bit and 64bit apps and/or programs.

Yet again let me explain further.
This has nothing to do with causing "Harm" or not. It has to do with visiting the same issue just once or potentially twice, is this such a hard concept to follow?
Case in point, the OP in another thread that I was involved with, concerning this same exact issue, downloaded and installed the x64 version of MS VS C++ 2015 because the OP's device was x64 based, yet the issue still persisted.
This was because the app that was requiring and not able to find the VCRuntime140.dll file that it was looking for was an x86 based app that was installed on an x64 based device.
I then instructed the OP to install the x86 version of MS VS C++ 2015 to resolve the issue and the OP reported back that the issue that he/she was having was now fully resolved.
I don't know how I can be more clear on this point. I.E.: The app determines what version one needs, not just the fact that the system is x64 based.
It truly is a matter of choosing whether to go for a one and done the first time or having to revisit the same thing potentially twice, as in yet again, capiche?
In any event, to each his/her own, to pursue any further argument's concerning this topic would, in my mind at least, be silly, if not just outright and fully and completely pointless.

I will restart PC after this. I reinstalled as instructed and so far so good. I did get two downloads with the '2015' .
I installed both the '86' and the 64 bit which is my HP Windows 10. I assumed PC would tell me if that were wrong.

My computer level is sort of 'layman' ++ , fairly proficient but very lacking in the hard-core technology of it all. I do my own installs. Restores. Recovery.
