High CPU and memory usage when use Flash Player and images-heavy sites in all browsers or when I download files

Hello! From long ago I have issues with high CPU and memory usage when use Flash Player and images-heavy sites or when I download files. The issues happen in Mozilla, Opera, Opera Beta and Chrome. Also when I use fractals rendering software. CPU usage becomes as high that my PC start sounding like a helicopter. Here are some sites I cannot use for that reason (digital design related):

Even if I chose an interactive theme/appearance in Opera Beta (like Star Wars) CPU usage goes wild because Flash Player .

I asked some buddies and they don't have such issues with Sumo and Silk. I checked my anti-vir and it doesn't block anything Adobe or image related. My firewall doesn't block anything too. I posted my question in Adobe Community too (because Flash Player) but still got no reply.

My graphic driver is up to date. Pagefile size is also ok, set min and max to 1.5x of the RAM.

My Hardware and Environment details:

Windows 8.1 (upgraded from Windows 8)

RAM: 4 GB (3.88 Usable)

Intel Celeron CPU G540 2.50 GHz

64-bit OS, x64-based processor

I can't attach my DxDiag.txt file and I'm not sure if it is safe to paste it's content here due to publicly of my post.

Hello,

Thank you for updating on the issue.

Did you try upgrading to Windows 10 after running DISM commands successfully?

You may also create Windows 10 installation media using this link and then try to upgrade to Windows 10.

    Hello,

    Thank you for responding.

    Unfortunately, check disk does not create any such folder to store corrupt files.

    However, you may run it and reply with results.

    This may resolve high CPU usage issue.

    So I might lost data even if I do the check that way. Could you tell me what folder check disk will create to move the bad files there? I have a program which can return data if the file extension is known (used it when one of my flash drives failed). I mean in a possible loss this program could help me to get back lost data.

    I appreciate your concern.

    You may follow these steps:

    a. Press Windows + X keys together and click file explorer.

    b. Click "This PC", right click C: drive and click properties.

    c. Click tools tab and then click "Check" button.

    d. Click "Start".

    Note: While performing chkdsk on the hard drive if any bad sectors are found on the hard drive when chkdsk tries to repair that sector if any data available on that might be lost.

    I'm sorry for my late reply!

    Is it possible to run only check without fix (I have too many documents and files) or to run check via the Tools tab in Properties for every partition? It says I don't need to scan, I suppose because the daily maintenance doesn't show any errors.

    I noticed CPU is extremely high when:

    Online - in all browsers (except IE and Edge, didn't test them as don't plan to use them):

    Download fast (over 2mbps)

    Upload fast

    Images-heavy sites

    Watching TV online

    The issue doesn't occur when I download via offline browser, download manager or another program.

    
    Offline:
    
    Compress archives with high or maximum compression
    
    Watching videos with bigger resolution than mine
    
    

    All my drivers are up-to-date, checked with WindowsHideShowUpdates and updated manually in Device Manager

    Search and Index service is disabled

    I use OpenHardwareMonitor to observe my PC and it shows CPU and discs temperatures that I'm scared to share (people say All-In-One PCs have less cooling than other home PCs)

    Link Scanner in AVG Free is disabled as known to use much CPU during browsing/downloading
