February OS update (10.0.10586.107) should be now available for all the users, and we are working on continuing the firmware update rollouts soon.

Hey all,
we have started rolling out a new firmware update for Lumia 950 and Lumia 950 XL: 01078.00038.16025.390xx. Key improvements in this release include:
- Stability fixes.
- Improvements for GPS reliability.
- Improvements for call audio quality.
The availability of this update may depend on your phone model, region or network service provider. At the time of writing this post, the update is available mainly for selected open market variants, but the rollouts should continue gradually during the coming days and weeks.
Windows 10 is updating continuously, so make sure you follow all the update notifications that appear on your phone. To check for updates, you can also tap Settings > Update & security > Phone update > Check for updates. For detailed update instructions, see.

That is a Lumia 950 Dual SIM and the firmware variant for Canada and USA. 00038 has not been released for that variant, yet. The ‘nearest’ Product Code with 00038 for you would be 059X4X8 (Mexico).
Any estimated time frame for release?
Microsoft Mobile does not communicate estimated arrival times of firmware updates—at least, I never saw this happen. Instead, Microsoft Mobile wants you to wait until your phone notifies you about an update. This happens automatically.

That is a Lumia 950 XL and the firmware variant for several Asian-Pacific countries (from Bangladesh to Philippines). 00038 has not been released for that variant, yet. The ‘nearest’ Product Code for you would be 059X6K6 (Hong Kong). That received 00038 already.
