w32tm /query /status.....malfunctioning clock time work up and fix

When I viewed change date and time there was not authorization issues and I was able to go all the way to click on update.  I did not click on update and went to administrative command prompt.

At administrative command prompt entering w32tm /query /status displayed: 

The following error occurred:  The specified service does not exist as an installed service. (0x80070424)

The same error appeared with w32tm /query /source

net stop w32time displayed: The service name is invalid.

w32tm /unregister displayed:  The following error occurred:  Access is denied (0x80070005)

w32tm /register allowed successful registration

net start w32tm displayed:

the Windows Time service is starting.

The windows Time service was started successfully.

w32tm /query /status   displayed unspecified

there was no ISP address


The above image was seen when clicking on change date and time and allowed clicking on change settings and then going to the pop up for update.  The update was not done at that time.

Then using administrative command prompt these were the commands and results:


with the above not displaying an ISP I then used change date and time and updated the time and switched to time-a.nist.gov

It displayed:  The clock was successfully synchronized with time-a.nist.gov on 2/24.2016 at 9:45 AM.

Then I went back to administrative command prompt to check status:

This time it displayed Leap 0 (no warning), syncd by (S)NTP) and IP


so at this moment in time it is working but it needed the re-registration

Clicking on BIOS simulator opened a pop up of how the BIOS appears with Main, Security, and Advanced tabs.

Clicking on the Advanced tab displays the option for Set System Date and Time

Viewing the date and time I did not understand how the engineer planned to watch for time drift.  He said the BIOS only moves in a minimum of 1 minute increments.  It's unclear to me whether these numbers move in real time or whether they only change each time the BIOS is opened and closed.

We have documented drift in both clean boot and safe mode with networking.  It's unclear why the w32tm settings often display the specified service does not exist.

I would suggest you run a Malwarebytes scan, the MSE detection rate is not the best.  Also run a TDSSKiller scan.  Kaspersky is right about having more than one AV installed on the machine, decide which one you want to use and uninstall the other ones or make sure that they are completely disabled.  Malwarebytes is ok if you use it as on demand scanner, (as it was originally developed), make sure it isn't loading any components when Windows starts.  Antivirus software use file system filter drivers, these kernel-mode drivers run in the Windows executive space and they intercept I/O operations, they are extremely onerous on performance and having more than one intercepting I/O calls is really bad business!  I would say it's like walking right behind another person, slows one down quite a bit, now think walking 6 inches right behind a person who has another person walking 6 inches right in front of him.

Let's see if it survives a reboot.  Once done on a properly working machine you shouldn't need to hardly if ever reset this again.  If it keeps giving you problems the System Event log is the first place to look for clues, look for warnings and errors from source Time-Service, any thing recorded there will be your best lead to figuring out what is going on.
