Type “ cmd ” without quotes in the search box. c. On the left pane, right click on the “ cmd ” option and select “Run as Administrator”. d. Type ‘ sfc /scannow’ without quotes and hit enter. run the System update readiness command. It detects incorrect manifests, cabinets or registry data, it may replace the incorrect data with corrected version available. Follow the steps. Press Windows key + X . Click command prompt (Run as administrator) . In the Administrator: Command Prompt window, type the following commands. Press Enter key after each command: DISM.exe /Online /Cleanup-image /Scanhealth DISM.exe /Online /Cleanup-image /Restorehealth To close the Administrator: Command prompt window, type Exit , and then press Enter . *I am writing this because I was receiving this error code when trying to use the Windows 10 (1803 build) Camera App with both the front/rear facing cameras on my Surface Book, but this error code would pop up as the camera selection switched from rear to front to rear to front (in a loop) every few seconds, with the error code popping up every 2-3 seconds in sync with the glitch that was endlessly auto-switching between my 2 cameras upon opening the app. I checked my Window's 10 most recent updates extensively (which were an upgrade to the 1803 build & the May Windows Defender Definitions) to see if this was a result of a corrupted update & it was clear that this was not the case. I also checked on all of my known Surface Book's update services/varied processes/registry entries & they all checked out clean, so I knew that the reason for this error code when using the Microsoft Camera App on my Surface Book didn't stem directly from an update error, but rather was related specifically either to the hardware or Camera app software- possibly resulting from the latest build update, but maybe not. I then tried to employ the camera in different photo-ready applications & it was working fine in the 2 other apps, so that told me the devices themselves & their drivers were in good shape, hence it had to be the Camera App itself- which would point back to an update-related issue. What I found after some research within varied forums & the Windows 10 Answers community is that in some totally successful, WIndows10, build 1803 update executions, inexplicably, the "Camera Roll" folder (the default save location for the Windows Camera App) gets modified for some reason to a "read-only" folder or can do the same to random files within the camera roll folder & that can cause an issue with the camera app's functionality . So I simply went via File Explorer to Libraries --->Pictures---->Camera Roll----> Properties & in that window, changed the Camera roll folder from a read-only folder, back to a readable/writeable status (uncheck the "Read Only" checkbox if it's showing selected) & it solved the camera app issue instantly- not even a restart required. *JUST WANTED TO PROVIDE THIS TROUBLESHOOTING PROCESS FOR ANYONE RECEIVING THIS ERROR CODE VIA THEIR MICROSOFT CAMERA APP INSTEAD OF FROM AN UPDATE ATTEMPT, OR AFTER UPDATING WINDOWS TO BUILD 1803 WHERE EVERYTHING EXCEPT TAKING PICTURES VIA THE MSOFT CAMERA APP WERE WORKING FINE.

It's telling me Access Denied for the first part, for the 2 ren C codes to put in command prompt then also when i typed in the first 4 codes the last two, for bits and msiserver said that they were not started, in other words ig it is saying how can i stop it if it isn't started Now what do I do?

I would like to inform you that this issue may occur due to Windows update is corrupt. I would recommend you to reset the windows update component manually. Let us check the system Files to see the corruption in the same.To do this do both of these:
