Windows 7 Updates not downloading.

My Windows 7 machine will not download updates.  I have the system setup for manual selection and installation of updates.  When I choose the updates I want and say download, the "Downloading updates" screen displays and does nothing.  It says it is downloading 123 updates, but it sits at 0 KB total, 0% complete.  Please help.

    That 3138612 update is probably installed for most users, it's from March 2016. I also have it, but Windows update got stuck again. It's strange how Windows update never had problems until recently when Microsoft is running out of time with Windows 10 forced update. You need to fix your own problems Microsoft, rather than let users try to figure out what is broken this time. Hire some actual programmers to help with important stuff.

    Select the keyboard shortcut Win+X, and click Command Prompt (Admin) on the drop down menu. Type cd\ and press ENTER. Type ensuring spaces are inserted as indicated and press the ENTER key after each line:

    The System Update Readiness Tool creates a log file that captures any issues that the tool found or fixed. The log file is located at the following location:

    •%SYSTEMROOT%\Logs\CBS\CheckSUR.log

    •%SYSTEMROOT%\Logs\CBS\CheckSUR.persist.log

    The system root is normally C. If the files are not there, checkC:\windows\ logs\CBS.

    You may need to change your settings in Windows to be able to see the file. To show hidden files type Folder Options in the search box above the Start button and select View, Advanced Settings and verify that the box before "Show hidden files and folders" is checked and "Hide protected operating system files" is unchecked. You may need to scroll down to see the second item. You should also make certain that the box before "Hide extensions for known file types" is not checked.

    Do not use Search to find the files. Open Windows Explorer (keyboard shortcut Win+E), locate and expand the file path (item 1 in the image below) Computer>Local Disk (C:)>Windows>Logs>CBS (item 2 below). Expand by clicking the arrowhead pointing right immediately before each folder in turn to see the next folder in the file path until you see the CheckSUR.log and CheckSUR.persist.log (item 3 below).

    Please restart your computer and allow 20 minutes for the system to run before uploading information. When examining Event Viewer log files many, not all, problems show in the period immediately after the computer has been booted.

    Please provide a copy of your System Information file. Type System Information in the Search Box above the start Button and press the ENTER key (alternative is Select Start, All Programs, Accessories, System Tools, System Information). Select File, Export and give the file a name noting where it is located. Do not place the cursor within the body of the report before exporting the file. The system creates a new System Information file each time system information is accessed. You need to allow a minute or two for the file to be fully populated before exporting a copy. Please upload the file to your OneDrive, share with everyone and post a link here. Reports in normal mode preferred. Please say if the report has been obtained in safe mode. If the report is in a language other than English, please state the language.

    Please upload and share with everyone a fresh copy of your System log from your Event Viewer to your One Drive and post a link here. It helps to avoid confusion if you remove any earlier copies of the log files from your OneDrive.

    I can confirm that installing KB3153199 fixed the problem (Win7 Home Premium x64 SP1). Windows update started downloading updates after couple of minutes of thinking and found 14 important updates.
