I had a further issue the other day when emails arrived in outlook .com via the browser , but would neither send or arrive in WLM . One day later the emails suddenly appeared ! How can we trust WLM?
Stability Issues with the Windows Live Mail 2012 Update – KB3093594
We have received reports that the Windows Live Mail update- KB KB3093594, is causing stability issues for many of our customers running Windows Live Mail 2012.

Sorry for the delay in posting this update.
On Dec 17^th^we rereleased the Windows Live Mail update KB3093594. For users who had previously installed this update and were experiencing a crash when launching the Windows Live Mail app, please download and re-install KB3093594 and this issue should be resolved.

Some users have independently reported a separate issue with sync of mail with attachments that we continue to investigate.

Some customers have reported other issues with the release on December 17, 2015. This update is no longer being offered while Microsoft investigates these issues further. Server interactions will remain supported during this investigation.

2016-01-28T03:24:50+00:00 Latest Insider Build 14251.rs1_release.160124-1059 pushed today. OK same screw up.
WLM refused to open and indicated same dll missing problems, directed to WLM.
- Reinstalled wlsetup-web.exe again. http://go.microsoft.com/fwlink/?LinkID=255475
- Still showing dll errors and WLM would not open an email already downloaded.
- RE-INSTALLED 32 (rebooted) and 64 (rebooted C++ for 2015 SP1 (I have VS 2015 installed too)
- After reboot same problem. Prompts indicated 4 files where missing (below) and sometimes also indicated ASUS SMART Gesture (My laptop is both a tablet and laptop with touch. Also prompts related to ApplePhotoStreams.exe.
- Copied these 4 files from C:\Windows.old\WINDOWS\SysWOW64 to C:\WINDOWS\SysWOW64. So I copy these from the previous location saved each time a build is installed. Microsoft Visual C++ 2010 Redistributable Package (x86), so maybe I should have re-run all versions first?

At least I can receive advanced builds and fix WLM.

From what you say in your post, it appears they are trying to fix WLM...or am I reading it incorrectly?

I am receiving the same missing .dll message but have no clue what you are talking about. Can you please give a step by step for thone of us who are not that tech savy?
