Does anybody know how to stop the Windows Compatability Telemetry (CompatTelRunner.exe) from starting? It causes extremely high disk usage which results in large performance issues.

Does anybody know how to stop the Windows Compatability Telemetry (CompatTelRunner.exe) from starting? It causes extremely high disk usage which results in large performance issues.
I found that my hard drive would run at weird times so I viewed the Task Manager and found CompatTelRunner.exe chewing on my hard drive. I tried removing the file in Windows 10 but the system wouldn't let me. I used Puppy linux Slacko 6.3.0 installed on a flash drive to remove the file and put it on my desktop. You could also just burn the Slacko ISO image to a cd and run it live . CompatTelRunner.exe is in the C:\Windows\system32 file folder. It will probably come back with the next update but it will save my sanity in the meantime.
This is a travesty!
I spent a WEEK trouble shooting why my laptop (Lenovo T520) had the disk absolutely pinned at 100%!!! All the time!!!!
I desperately searched all the forums using this search term: 'win 10 disk 100' - and yes - I came across a multitude of reasons / solutions / explanations ... but nothing helped!!!
And the kicker was that it took me hours to implement the solutions because it took 5 minutes just to click on a window!!!
Are you kidding me.
Finally, FINALLY, I stumbled across something about Windows Compatibility Telemetry.
This spyware is like a virus. I turned it off only to find that it had turned itself on again. I was finally able to turn it off and PRESTO I can actually use my computer to do something as simple as post this message.
Can you believe it?! Why would Microsoft do something like this to its poor customers?!
I guarantee this comment gets scrubbed. But I PRAY that before it does, it helps some other poor sucker.

Thanks to the community for identifying this and helping out! Microsoft, meanwhile, continues to try to point their fingers everywhere else for 100% disk usage (chrome, reinstallation of windows 10, etc).
Hey Microsoft, thanks for almost rendering my brand new $1000 i7-6700k system with a SSD nearly unusable. Glad to see that your priority list ranks the user's system being stable and usable below you forcibly collecting data from said user with no way to opt out. Lost a month of not even being able to leave my computer on for fear of equipment damage. If you learn anything from this (doubtful), it should be that system stability and performance should come first, not last in your priorities.
