Disabling Windows Compatability Telemetry

Does anybody know how to stop the Windows Compatability Telemetry (CompatTelRunner.exe) from starting? It causes extremely high disk usage which results in large performance issues.

    I am sorry, why can't we as users, demand that MS allow us to disable the process? We should be able to get a million or so people using Windows'10 to insist.  Organize and resist?

    Please pleas please don't tell people to disable updates! It's a horrible idea and you wil notremember to update manually. Yes this is crazy annoying but your choices are deal with it, use hacks to disable it every other week, switch OS, or disable updates and get pwnd https://www.troyhunt.com/dont-tell-people-to-turn-off-windows-update-just-dont/. I chose to switch to Linux.
