Contrary to what I believed.... Cortana is working which uses the Location. This would only mean that I cannot turn Location OFF... it has always been turned On... Am I right in this? The Scannow took around an hour and 30.... But I did not notice it got stuck.

(2) SFC implies it fixed some files, but I suppose your Location problem wasn't fixed, which leaves me sorely disappointed with MS. That's what SFC is for! Check whether you've got the Location button working in Action Center, maybe after reboot.
