I had this problem with windows 10 32-bit, I have a dell laptop with intel 4400 GPU. I tried all the compatibility modes and all the suggestions I found on the internet, and nothing worked. The issue is in the GPU driver, I couldn't find any driver for 4400 GPU on win10 32bit anywhere. What worked for me was installing a windows 7 driver for the GPU, in addition to creating the options.ini file as the posts in this forum suggested. This solved my problem. Good luck!

2017-12-18T13:32:45+00:00 I have the same exact issue as you, playing Rise of the Witch-King and using windows 10.
The error says that it can't find the saved game on theĀ %appda% save folder, by some reason.
This is really frustrating, because I kind of solved the E_OUTOFMEMORY error, but still can't load a saved game.
I looked everywhere to try and solve this, but can't find a solution anywhere. I tried deleting all saves, and save with a different name, but only once it worked.
Hopefully someone will come up with a fix, anytime soon.
