I can not agree more! The 100% problem is clearly an operating system issue. I have spent two work days doing nothing but try all of the recommended fixes from here and with nothing but Win 10 running I am STILL looking at an 100% active disk! I really noticed it getting much worse when the latest updates came through a week ago. Just who do I bill for this screw up!

How to fix 100% disk usage in Windows 10
This is caused by a common combination of Skype as well Google Chrome. Similar issue with other programs could also cause 100% disk usage. To fix this do the following:
Google Chrome:
In Google Chrome, go to Settings > Show Advanced Settings ... > Privacy > Prefetch resources to load pages more quickly
and untick it. See Figure-1 below:

Skype:
Make sure you have exited Skype and it is not running in the taskbar (if it is running in the taskbar then quit it).
Open Windows Explorer and open the following folder:
"C:\Program Files (x86)\Skype\Phone"
Now right click "Skype.exe" file and then click "Properties" and open the "Security" tab.
Click the "Edit" button and then highlight "ALL APPLICATION PACKAGES" and place a tick in the "Write" box.
Click "Apply" and then "OK" and then "OK" again. See Figures-2 to Figure-6 below:
This is it, now run Skype and check the Disk Usage in Task Manager and it will no longer show you 100% disk usage anymore:-
I hope this helps people. I spent a long time in finding a solution to this problem.

2016-10-20T00:22:01+00:00 It's good to see folks finding so many different solutions to this ongoing problem. Could it not be that Windows 10 is just a piece of crap? There doesn't appear to be any ONE fix that works for everyone. The one I found did. Lucky me but Microsoft has not come up with a permanent fix for this. As usual THEY wait for people who use their junk to find solutions. NOT the way it should be. Releasing a piece of junk that has flaws is typical of Microsoft.

I was troubleshooting the IDE controller driver and ended up running Troubleshooting from control panel. I chose hardware and sound and then chose hardware and devices and let it run. It actually came back and suggested to set the IDE controller to use Windows 8 compatibility. It's been 3 days and have had no issues. I can actually open up 20+ tabs in Chrome with no issues (catching up on updates in face book).
I tried all the other registry changes, app disabling, etc. etc. posted and nothing helped. Uninstalled anti-virus, disabled auto updates downloads, you name it, nothing. This has been a stable change so far.
Hope this helps someone out there that was getting as disgusted as I was :)
