Method 1 and 2 are each others' alternatives. I only used method 1 on Win 10 and it worked for me.
gpedit.msc works on Win 10. Do not forget to open cmd (command prompt) as administrator (right click on cmd and select run as administrator to do so). I still have no issues on %100 disk usage. Basically the problem is Microsoft Compatibility Telemetry and this method(s) seems to be the best and permanent solution (I tried others as well).

But only previous method (the first one I suggested) worked for me. Please do not forget the run cmd as administrator in both cases.
