Endless Corrupt Files and Troubleshooting.

Yesterday my SFC /Scannow command, run from Powershell Admin found corrupt files it was unable to fix. I expected The Dism /Online /Cleanup-Image /Restorehealth command to take care of it. Instead it reported "error 0x800f0906" and said it lacked the files to repair the problem.

I looked up error 0x800f0906 in a Dism command. It suggested a repair that started and stopped services, a

net stop wuauserv

cd %systemroot%\SoftwareDistribution

ren Download Download.old

net start wuauserv

net stop bits

net start bits

net stop cryptsvc

cd %systemroot%\system32

ren catroot2 catroot2old

net start cryptsvc

It also suggested Windows Update was malfunctioning and that I should fix it from The Troubleshooting screen. I did, and SFC /Scannow came up clean and Dism /Online /Cleanup-Image /RestoreHealth reported error code 0x800f081f instead.

I then used The Dism /Online /Cleanup-Image /StartComponentCleanup and The Dism /Online /Cleanup-Image /StartComponentCleanup /ResetBase Commands. I then used The Dism /Online /Cleanup-Image /ScanHealth Command and it reported "No component store corruption detected." I thought I was in the clear, but Dism /Online /Cleanup-Image /RestoreHealth keeps reporting it found and repaired files and The Troubleshooter keeps reporting it's fixed problems in Windows Update. Probably not the biggest deal in the Windows world but a little unsettling.

I reinstalled Windows 8.1 with my Windows Re-Install Media Creation Tool. I deleted the partitions and let the tool automatically create a new one. My system became stable. SFC /Scannow and Dism /Online /Cleanup-Image /Scanhealth run from Powershell find nothing. Unfortunately Startup Repair keeps immediately finding problems it can't repair, ly, startup is erratic and sfc /SCANNOW run from Recovery Command Prompt: X still finds and repairs files, as does The Dism /Online /Cleanup-Windows /RestoreHealth function.

Please answer each of the following [admittedly tedious] diagnostic questions in a correspondingly-numbered list in your very next reply, preferably without quoting this post:
1. When (exact date) did you "reinstall Win8.1?"
2. What is the full name of your currently-installed third-party anti-virus application or security suite (i.e., not Windows Defender!), if any, and when (approx. date) does your current subscription(if any)expire?
3. What third-party anti-malware applications (i.e., not Windows Defender!) are installed, if any? What third-party firewall, if any?
4. Did you run the Norton Removal Tool or the McAfee Consumer Products Removal Tool after you "reinstalled Win8.1" but before you installed any updates?
5a. Is KB3058515, KB3059317 and/or KB3057839 listed in Installed Updates*(not Update History*)? [1]

5b. How about KB3035583, KB2976978 and/or KB3044374?

6a. What Update Version & KB number are displayed in the second line of text in IE11's Help | About [Alt+H+A] tab; e.g., Update Version: 11.0.54 (KB1231231) ?

6b. Is Firefox, Chrome or any other alternate browser installed now?

5b. KB 3044374 is missing. The other two are listed in installed updates.

6a. The IE Update Version is 11.0.20 (KB3058515).

6b. I have both Mozilla Firefox and Google Chrome too. No others.
1. I have Adobe Flash Player 18,0,0,194.
2. No. I turned off my Iobit Advanced System Care Ultimate 8.1 Registry Cleaner off at your first suggestion. My computer doesn't have another one.

Q: Did you run the Norton Removal Tool or the McAfee Consumer Products Removal Tool after you "reinstalled Win8.1" but before you installed any updates and before you installed Iobit Advanced System Care Ultimate, Iobit Malware Fighter 3.2, AdwCleaner, Hitman Pro & Junkware Removal Tool?

A: No.

Then that would probably explain your ongoing "Endless Corrupt Files and Troubleshooting" problems.
- Fact: Norton (and McAfee) applications are notorious for not uninstalling (or upgrading) cleanly.
- If your computer came with a Norton free-trial or a McAfee free-trial preinstalled, the free-trialware is "reinstalled" every time you do a Refresh or a Reset (i.e., clean install of Windows).
