Believe me, I tried them as they popped up in this thread. I had pages of failed KB3038314 installs before I reinstalled windows again. They did not work for me. Thank you for supplying a possible fix for some though. As reported across the net, it will
install on some systems and won't on others.
I still think this runs deeper than KB3038314, as I am down to that update as the only available update. But then I run disk cleanup on my windows drive then select "clean up system files" and select windows update cleanup. After that is done KB3021952 reappears
and installs successfully again.
I'm sorry but cleaning out the windows update files should not make an update reappear and install again over and over. This points to an issue that has obviously been around well before KB3038314 as KB3021952 was released 2/10/15. So that means that for
over two months a Cumulative Security Update has been falsely saying it is installing on peoples computers. There is no way that this is actually even installed if it can be "removed" by deleting old windows update files from a folder.

And not only that, I went as far as disabling WU and renaming C:\Windows\SoftwareDistribution, then re-enabling WU. Then I used a very useful compare utility on the two folders. I found this C:\Windows\SoftwareDistribution.old\SelfUpdate\Handler\WuSetupV.exe
and many other extras, but this particular file is associated with a virus and is not present after WU resets the SoftwareDistribution folder. But again, after all that it shows only KB308314, and then after windows update cleanup KB3021952 shows up again
and installs "successfully". Something is very wrong here.

The failure of KB3038314 in WU is a download issue from reading logs as the 35 other updates are skype and language files and are hidden. And also the standalone KB3038314 while it will download fine, it will also fail to install.

Basically the further down the rabbit hole I go, the more I start to wonder about the integrity and security of my OS.
Folks, just have a look at this picture, this is how i had to go back and foward, unselecting failed updates in order to achieve a fully updated workstation without any failed update. windows update system is really bad always suggesting at the same time
an update that will make the second one unnecessary...
i finally got it ended with a fully updated workstation with no windows update installation errors. but it took me two days...

Windows freshly installed,
install windows forcing using only one partition (no 100mb partition)
to do so, create multiple 5 gb partitions and delete the first one as
you create a new one at the end. you will grow a empty space at first.
keep 30gb at first and make a totoal of 4 partition, install windows
on the first one. mbr disk cannot have more than 4 physical part.
