Same here, fresh install of Server 2008 R2 on brand new HP DL380 Gen9.
Been a few buggy updates lately from MS.

KB3038314 which was recently deployed by Windows update refuses to install. This is a 64 bit Win 7 Pro machine running IE 11. I've tried both the Windows Update web install method and downloading the update separately and both methods fail. The update is part of MS15-032 released on April 14 (Patch Tuesday). Has anyone else experienced this issue and found a solution? After the update fails there is a failure code of 80092004 displayed and a message that says "Windows Update encountered an unknown error. I have tried the Microsoft Fixit Tool and uninstalling IE 11 and reinstalling. Any advice would be much appreciated. Thanks!

And add another one to the the list. W7x64 Enterprise. Both an existing image we were updating for deployment to new machines, and two fresh W7x64 Enterprise (with SP1) images installed from SW_DVD5_SA_Win_Ent_7w_SP1_64BIT_English_-2_MLF_X17-58882.ISO.
I tried several things with the two fresh images, including WSUS deploymenent in one of them, and using snapshots, installing IE11 on the fresh install from IE11-Windows6.1-x64-en-us.exe and then updating with IE11-Windows6.1-KB3038314-x64.msu to using Windows Update (directly from MS, not WSUS) to install just IE first, then KB3038314 after the reboot (and nothing else - not even joined to the domain).
I also ran Procmon while attempting to install IE11-Windows6.1-KB3038314-x64.msu to see if I could find anything obvious, but nothing.
At this time, I'm going to revoke WSUS approval for KB3038314 and decline it for now as I don't have all week to screw with Microsoft's screw up once again.
Same problem here. Fresh Windows 7 Pro Install. Has anyone found a solution or workaround?
