KB3038314 Fails to Install get the error 80092004.

Thanks Tim Birming and BrennanG --- I really wish I had checked what version of IE 11 is downloading now -- I suspect that people who had success with the offline installer may have had a previous version before MS updated it.

I just uninstalled IE 11, restart, then did a thorough disk clean up (as BrenanG suggests) and rechecked for updates, installed IE 11, restart, then checked again and the updates all installed including Kb3038314.

I think MS has fixed the issue. I had set up a VM last week to check for the problem. I ran all updates to the point where only KB3038314 was left and it failed.

Now here's the interesting part:

Restoring the VM to the point before I try to install KB3038314 and installing it results in a failed attempt (today).

Restoring the VM to the point before I Install IE11, installing IE11, searching for updates and installing KB3038314 succeeds. So it seems that the problematic KB3038314 for IE11 update which was previously incorporated into the the IE11 installer has been cut out, so that the "standalone" update now works.

So basically KB3038314 hasn't been fixed but the installer for IE11. And since Brennan observed the same by uninstalling/reinstalling IE11 I assume that this also works.

Believe me, I tried them as they popped up in this thread.  I had pages of failed KB3038314 installs before I reinstalled windows again. They did not work for me. Thank you for supplying a possible fix for some though. As reported across the net, it will install on some systems and won't on others.

I still think this runs deeper than KB3038314, as I am down to that update as the only available update. But then I run disk cleanup on my windows drive then select "clean up system files" and select windows update cleanup. After that is done KB3021952 reappears and installs successfully again.

I'm sorry but cleaning out the windows update files should not make an update reappear and install again over and over. This points to an issue that has obviously been around well before KB3038314 as KB3021952 was released 2/10/15. So that means that for over two months a Cumulative Security Update has been falsely saying it is installing on peoples computers. There is no way that this is actually even installed if it can be "removed" by deleting old windows update files from a folder.

And not only that, I went as far as disabling WU and renaming C:\Windows\SoftwareDistribution, then re-enabling WU. Then I used a very useful compare utility on the two folders.  I found this C:\Windows\SoftwareDistribution.old\SelfUpdate\Handler\WuSetupV.exe and many other extras, but this particular file is associated with a virus and is not present after WU resets the SoftwareDistribution folder. But again, after all that it shows only KB308314, and then after windows update cleanup KB3021952 shows up again and installs "successfully". Something is very wrong here.

Basically the further down the rabbit hole I go, the more I start to wonder about the integrity and security of my OS.

Also this is very much still present. KB3021952 still returns after clean up and reinstalls successfully.

I've been frustrated since this all started ...

I read everything since my last post and jumped back in. I got it sorted now.

As of today, this should work.

1. Control Panel>Programs and Features>View installed updates
2. Uninstall IE11

3.Reboot

I got stuck here, as I went to install IE11 again it failed, through WU, standalone, and standalone /update-no. There were no other updates. rebooted again and it still failed. I ran disk cleanup on the C:\ drive, chose Clean up system files, and selected Windows Update Cleanup and cleaned files.

4. Checked for updates and installed IE11
5. Rebooted
6. Checked updates got 2 updates including KB3038314

Both installed successfully and everything is up to date.

I do not know if this has anything to do with back end changes from MS but it finally frickin worked.
