I nned help with PC Games not in fullscreen when the resolution is on 1024x768 and the Intel Control Panel does not give me an option to switch to full screen when in 1920x1080 resolution and switching the screen resolution to lower and set to scale fullscreen, launch the game and still not in full screen.

They will fix this dude just give it some time . They will do it on next updates . Why should microsoft do this to us gamers ? They want from us to downgrade from windows 10 ? No , they want us , they need us . This is a minor bug which can be fixed later .
Ardit you are spot on, PC users had it with Vista - laptops with 8, Microsoft get an idea but never finish it before releasing it. I've got my 10 waiting for a real computer download, 7 is the boss until then. Another worry is, if and when they get it right, will I end up with some phone arcade game auto download. Angry birds et al may be big on phones, they won't even get in the top 100 for PC gamers. They've got to stop this 3 Musketeers thing, all for one & one for all.
Any word on a fix? Some examples of games in a window are Ma fia II and Max payne 1.
[EDIT: May '17 - Screen scaling has been returned to the graphics processor again with the 1703 update.
You can now run games that use a low res full screen, as was possible with earlier Widnows ]

There is no 'fix' . The issue is due to a decision by MS to put screen scaling of phones, etc. over gamers desire
to force wide screen when using an in game resolution that is not native to the wide screen format.]
Most of the games with the DPI scaling issues will run if Compatibility mode is set to
Disable display scaling on high DPI settings, but some games do require you set Windows DPI to 100%.
- Some older games will not launch if a setting over 100% is used, and others, DOS based games in
particular, will launch but will not be properly centered on screen.
Win7 also has this problem with some games, but not nearly as many as does Win10.

I have this problem.
Changing dpi scaling is not a solution.
In prev versions of windows I always search some DWORDs or QWORDs named 'scaling' in regedit and have changed it value from 4 to 3, and problem was fixed! or in video adaptor setting, in display scaling field, I select 'Full screen', and problem was fixed!
In win 10, both method have not worked! I set the display scaling on "full screen' but it is changed automatically to 'aspect ratio'!
all PC games that I play, have this problem! StrongHold, Age of empires, Counter strike , and ... .
I searched over internet and already find any solution! I am going to back to win 8.1!
