Windows update KB3004394 issues

Windows update KB3004394  causes the following issues on my Windows 7 x64 Ultimate system:

All MMC functions (Event Viewer, etc.) now require Administrator action, although in an Administrator account.

Windows Defender service will not start

The Windows Defender Service Terminated with the following error

%%-2147023113

Removing it  returns the system to normal.

Anyone else experience this?

    This Update also causes the Windows Troubleshoot Problems Function not to work. Removing this update and rebooting will resolve this issue, the other updates 12-10-14 works.

    This Update also causes the Windows ((Troubleshoot Problems Function)) not to work. Removing this update and rebooting will resolve this issue, the other updates 12-10-14 works.

    Windows update KB3004394 on a Win7-x64 f'ed up my display driver. After uninstalling the update, the new AMD display driver appears to have installed correctly.

    removing KB3004394 resolved for me as well.  this issue was driving be absolutely nuts as i'm setting up about 30 laptops and the first 25 went fine and then the last 5 all started having the issue last night.
