Windows update KB3004394 issues

Windows update KB3004394  causes the following issues on my Windows 7 x64 Ultimate system:

All MMC functions (Event Viewer, etc.) now require Administrator action, although in an Administrator account.

Windows Defender service will not start

The Windows Defender Service Terminated with the following error

%%-2147023113

Removing it  returns the system to normal.

Anyone else experience this?

    Not fishy at all when I have selected to not "give me recommended updates the same way I receive important updates".  I have that unchecked here ergo why mine is in the optional section on the second tab.  It's flagged as a "recommended" update.

    This update wouldn't even allow me to update my video card.  Removed it and all is well.

    I reinstalled KB3004394 and rebooted and tried to install other Windows Updates and they still fail.

    "Bang goes the theory!" I guess.

    I offer it as a possible explanation only :) - I would not know how to verify this but I am willing to assist anyone that does if evidence can be gleaned from my PC.

    But something is fishy if your PC sees it as optional and others see it as important...

    It is about 5:30 PM Central Time in USA on December 10, 2014. I reinstalled KB3004394 and rebooted and tried to install other Windows Updates and they still fail. I use Windows 7 SP1 Home Premium 64-Bit + All Updates. There have been no changes in the way this update affects me. Same thing from Tuesday afternoon till now.

    Windows Update displays a Red Shield Error Icon with a white X over it. Saying "Some updates were not installed. Failed." "Error(s) found: Code: 800706F7 Windows Update encountered an unknown error."

    I am logged in as Administrator at all times on this computer. No other accounts. I have been installing Windows Updates for my Windows 7 for years now. Never any problem like this. I have also installed Windows 7 from scratch many times in the past. Never any problems like this either.
