Windows update KB3004394 issues

Windows update KB3004394  causes the following issues on my Windows 7 x64 Ultimate system:

All MMC functions (Event Viewer, etc.) now require Administrator action, although in an Administrator account.

Windows Defender service will not start

The Windows Defender Service Terminated with the following error

%%-2147023113

Removing it  returns the system to normal.

Anyone else experience this?

    And:

    the virtual Keyboard brings an error und will not start.

    msra.exe brings an error and will not start.

    Removing kb3004394 returns both to normal.

    I'm running Windows 7 SP1 (32 bit) on my laptop and yesterday after updating I noticed that on every system action (MMC, Task Manager, Explorer), UAC was asking for confirmation and showing the publisher as "unknown". I was about to do a system restore but then researching online I found out that it was caused due to  KB3004394. I uninstalled the update and now everything is back to normal.

    I also noticed that KB3004394 is no longer available for download, atleast not for my computer, although it was there when I uninstalled it but as of today it has disappeared. I guess Microsoft finally woke up and pulled the update.

    W7 Enterprise 64-bit .  After removing KB3004394 , rebooting and then running Windows Update "check for updates" I can confirm that KB3004394 is no longer offered in any category.

    Received the following error message

                  C:\Windows\System32\osk.exe

                  A referral was returned from the server.

    Was trying to use the onscreen keyboard.

    Had just performed update to Win7 Pro/SP1 (KB3006625, KB3006121, KB3004394, KB3013410, KB2952664, KB3009736, KB3014406).

    Removing KB3004394 cured this problem.
