Windows update KB3004394 issues

Windows update KB3004394  causes the following issues on my Windows 7 x64 Ultimate system:

All MMC functions (Event Viewer, etc.) now require Administrator action, although in an Administrator account.

Windows Defender service will not start

The Windows Defender Service Terminated with the following error

%%-2147023113

Removing it  returns the system to normal.

Anyone else experience this?

    The KB3004394 update also affects the troubleshooter, it even asks for permission to disable or enable the network adapter. Uninstalling it returns system back to normal.

    Also I noticed today after uninstalling this update that it is no longer in Windows Update since I checked for updates and Windows update found no new updates.

    Win 7 x64 ENGLISH --> symptom I had was Windows Defender not starting anymore with error message. Also updates failing.

    Thanks for saving me time by populating this thread!

    My other computer with Win 7 x64 DUTCH is not affected!

    I am sure Microsfoft will fix this soon.  Software updates are tough because user environments differ so much. 

    Microsoft has quarterly revenues of over $23 Billion.

    User environments are diverse .... but Microsoft can afford to replicate many different environments when testing their fixes.

    If Microsoft thoroughly tested KB3004394, then how could they miss the many many many problems that users are reporting in this (and other) threads.

    And this is not the first time that a fix was released that caused massive problems. It seems that EVERY MONTH, one or more of the fixes causes severe customer problems.

    It appears that Microsoft needs to significantly improve their fix testing procedures.

    FWIW,  I discovered this problem yesterday.  It caused no particular problem on my W7-x86 system other than suddenly notifying me that an unknown publisher was attempting to use a program CompMgmtLauncher.exe to access my computer when I right clicked and selected Manage My Computer. However, on my W7x64 system, it caused 6 other updates to consistently fail to install.  That was when I got concerned.  I followed the suggestions and others and remove KB3004394 on both computers and the Unknown Publisher issue was fixed.  This also fixed the problem with updates failing to install on my W7x64 system. 

    Many thanks to the person who posted how to uninstall from the command prompt.  That saved my old eyes from searching a very long string of updates. 

    I am sure Microsfoft will fix this soon.  Software updates are tough because user environments differ so much.

    All the problems MS have had this year with 'Patch Tuesday' point to a lack of testing. Probably too busy promoting Azure :-(
