Windows update KB3004394 issues

Windows update KB3004394  causes the following issues on my Windows 7 x64 Ultimate system:

All MMC functions (Event Viewer, etc.) now require Administrator action, although in an Administrator account.

Windows Defender service will not start

The Windows Defender Service Terminated with the following error

%%-2147023113

Removing it  returns the system to normal.

Anyone else experience this?

    Do you have a System Restore point for immediately before  KB3004394  was installed?

    They both appear on Update history, but not on Installed updates; that's why I can't uninstall.

    Does KB3004394 and KB3024777 appear in View update history? Do either appear in Installed updates?

    On my win 7 professional machine, the Update History showed KB3004394 was installed on 12/10 as part of 23 updates. On 12/12, I installed KB3024777. When I display the installed updates, both KB3004394 and KB3024777 are not shown. Does this mean the KB3024777 update automatically deleted KB3004394, then removed itself from the Installed Update list?
