Can't send email, keep getting server error 3219, Windows Live Mail error 0x8DE00005

I just recently started getting this error when using Live Mail synced with my hotmail account

Server Error: 3219

Server: http://mail.services.live.com/DeltaSync\_v2.0.0/Sync.aspx

Windows Live Mail Error ID: 0x8DE00005

Looked for solutions online and tried most of the suggestions, but most are several years old and no longer apply since the switch to Outlook.

Windows Live Mail Error ID: 0x8DE00005

The error codes indicate that this Outlook.com account has been upgraded to the new version. Please sign into the account at http://mail.live.com; you should see something like the Outlook Mail banner shown here in the top left-hand corner of the window:

This means that you can't use DeltaSync to access this account any more, because Outlook Mail is not provisioned for it. You'll find step-by-step instructions for setting up the account to use IMAP instead on this page:

Windows Live Mail and Outlook Mail 

If you sign in in Windows Live Mail with this account, you'll find that the calendar will no longer synchronize.

    Sorry not sure what your question but I guess you have a problem to receiving hotmail in your Windows Live Mail 2012. Here is the solution:

    1. Remove the existing hotmail account from your Windows Live Mail 
    2. Add back your hotmail account but use Manually configuration
    3. Select IMAP as incoming mail server, 

    IMAP server address: imap-mail.outlook.com

    Incoming port with SSL (secure) 993

    SMTP server address smtp-mail.outlook.com

    Outgoing port (with or without SSL) 587

    1. After the setup is complete, download all your folders and emails. It should work.

    Late answer but today, i was facing at same trouble .

    The quickest way to solve has been  to switch the Mail Account to IMAP.

    By default the mail account was define to use http://mail.services.live.com/DeltaSync\_v2.0.0/Sync.aspx.

    After creation of a new IMAP Account ( same account but using IMAP connection ) I was able to send /receive mail using Live Mail 2012  on W10 .
