Another possibility could be a system file corruption. To check with this, you need to run a System File Checker (SFC) scan. Refer to the following steps:

1. Press Windows key + X, click Command Prompt (Admin).
2. In the Command Prompt, type the following command, and then press ENTER:

sfc /scannow

1. Are you using a resolution more than the recommended resolution for your system?
2. Does this small-sized options issue occur with every other program, icons etc.?
3. Have you also tried to change the screen text size?
4. Have you recently updated any display adapter?

Method 1:

LCD monitors, including laptop screens, typically run best at their native resolution. You don't have to set your monitor to run at this resolution, but it's usually recommended in order to ensure you see the sharpest text and images possible.

So, I would suggest you to refer to the section Set your monitor to its native resolution in the following link and check for the correct or recommended screen resolution for your monitor's screen size.

Method 2:

You may also try to make the text and other items larger without changing the screen resolution. Refer to the following steps:

1. Open Screen Resolution by swiping in from the right edge of the screen, tapping Search (or if you're using a mouse, pointing to the upper-right corner of the screen, moving the mouse pointer down, and then clicking Search), entering Make text larger in the search box, and then tapping or clicking Make text and other items larger or smaller.
2. Drag the slider until the items in the preview image are the size you want them to be.
3. Tap or click Apply. Note: You'll see the change the next time you sign in to Windows.

Hi,

1. My resolution has always been set at the recommended level, 3200x1800, anything less and I get a square non-widescreen screen. 
2. The only programs I see the problem w/ currently are Firefox, WMP, vlc media player, and bing desktop.
3. Haven't changed text size, when I changed it, text and icons were all smaller while video controls remained the same size.
4. I haven't but I just checked for an update and there wasn't one.
