Video controls are small - How to resize?

This issue will persist until all Windows applications are provided with multiple interface resolution sizes so that there will be one that works with normal HD resulutions and one for UHD screen resolutions. Normally all application buttons are a set pixel sized image.

That said, there is a satisfactory work around I have used, set your display resolution at half its current resolution and then resize the desktop icons using the desktop customization tools. Going to half the resolution will keep the icons and images sharp and will allow the smaller buttons to be twice their current size.

To be clear, this solution will double the size of everything on your screen (on all interfaces) and you must resize your interface after changing the resolution. If you still find controls too small, set everything to one quarter of the native resolution. Do NOT choose any resolution other than one half or one quarter. This keeps all the scaling in line with the original and will prevent pixelation of the icons and application interfaces.

The reason this succeeds is that most applications that have issues with UHD screens were actually written for these lower definition screen resolutions. This is an issue that is not MS problem, but one that the application authors will eventually have to address.

The one thing that is really disappointing is that there are native MS apps that still have this issue. I'm not a fan of the "modern" MS apps that were written for these UHD screens and native touch, I would prefer the older native windows apps also be resized. for example windows Media Player has the smaller buttons but the new media player (Movies and TV? or I think that's what it's called) works fine but I really hate the interface.

but how do I deal with stage two I am having difficulty with vlc and iTunes and a few other apps

I find it very hard to believe this guy works for microsoft or may be the language is a barrier. He definitely keeps missing the point.

It's just the basic routine IT help repair. As far as solving the problem he probably doesn't know the solution because MS doesn't know how to fix it either. But as far as the solution goes, I'm going to submit the problem to Feedback Hub app. If anyone is still following this, look it up in the Feedback Hub and vote it up.
