Sorry for the delayed response, finally got around to this. Unfortunately no, video controls are still the same small size after doing the clean boot.
Video controls are small - How to resize?
I just got a new computer and every video I've watched the video controls (play button, video timeline, expand, etc) are all very small, on every website and on different video players. The video player size is fine, just not the controls. I've tried changing the resolution, it just changes the screen size, doesn't work. IE video controls seem to ok, but Firefox is where the issue is.
Laptop is a HP Envy 14 sleekbook.

Thank you for your update on the issue.
Just to rule out the possibility of a third party software conflict with the media players, I would suggest you to try booting your computer in a clean mode and check if the issue persists.
How to perform a clean boot in Windows
Note: Refer "How to reset the computer to start normally after clean boot troubleshooting" to reset the computer to start as normal after troubleshooting.
Please post back your results for further assistance.

2014-10-21T18:53:28+00:00 Somewhat, but not really, when scaled up browser is a little too big and video controls are still pretty small, programs like bing desktop is still small no matter what size, and vlc/WMP controls are still small.

Thank you for the update.
Let's try the following and check.
Right click Start button > Control Panel > top right corner View By: Small Icons > Display > click to check Let me choose one scaling level for all my displays > then click Custom Sizing Options > make changes one by one and check if any of the option work as per you.

2014-10-20T22:37:47+00:00 I have a hp envy 14 touchsmart ultrabook. I checked for driver updates on the hp website, showed that none of my drivers needed to be updated. Followed the article, graphics card status is working properly, and drivers are up to date.
