I have the same problem. I did all the "fix-it" that were listed and still, the solitaire collection says it is not online, even though the Majung program is running just fine.

2018-02-28T20:03:00+00:00 After a crash I reinstalled Windows 10. Then, my Microsoft Solitaire Collection would not load properly in that the Collections and Event Calendar would not open. It generated an error code of 107_113_11306. To fix, go to Windows 10 Update Assistant Webpage. Select "Download Tool Now." Wait a few seconds and accept the conditions. After a few more seconds you get a page of choices. Select "Upgrade This PC Now." It then takes about 30-45 minutes to do its thing. When done Solitaire works.
