Hello Microsoft,
Recently I wrote to Google to provide Hangout app for Windows Phone. In reply they said that they are willing to provide Google Apps if device manufacturer are ready to collaborate with them in development process. Following text is copy of two paragraphs of their reply.
Unfortunately, when developing an app for a third party device we need the collaboration of the manufacturer.
Like in the case of Mac we worked side by side, also with Ubuntu and other Debian based Linux distributions.
Together we achieved the apps their users enjoy now, as well once the app is developed it needs to follow
the manufacturer's store approval like any other app developed for them. As you can see by visiting

In the case of Microsoft we are more than willing to develop the app, we would love to support that market
share which is vast increase potential customers to use their mobile devices.
With Microsoft we've achieved the use of hangouts through their Desktop environments so far. But, we need
you as their mobile customer to present the need of the use of Google Apps in their mobile phone's so they
can support the development of mobile apps on their devices. We want to serve you in whatever device you
choose to have, but this can only be accomplished through the device users to convince the device
manufacturer to collaborate to develop an app from us.
I would love to see Google apps on my windows phones. Could you please communicate with Google, to bring Hangout and other apps to Windows Phone.

Not the complete truth. Google just wants to poke their noses everywhere but when it comes to doing something against their wish , suddenly they don't want to take any responsibility. If you want google products use android if not then find your own alternative!
While Google has developed their own mobile devices, they seem to feel that the competition among smartphones would increase. Apple and Samsung alone would mean a great challenge for Google to develop a much even better device. While Google apps are great, having these apps to great phones would yield greater performance and they have seen this both in Apple and Samsung. Now since they have already this problem, providing an app for Windows as a potential rival would increase the competition. But, to be fair, they should have provided those apps to all platforms, iOS, Android, and Windows Phone.
They've got an iPhone app, considering Microsoft has been fined so many times for Antitrust and unfair business competition practices I really doubt that Microsoft has any intention of supplying approval for Google. Microsoft has never been a fan of Google, especially when attempting to report them to the EU for antitrust so many times, and so far have failed miserably each time.
As A. User said, Google just won't develop apps for it's services for Windows Phone or Windows 10 Mobile. Microsoft does not have to approve anything.

Furthermore.....some years before when MS buys Nokia some weeks later Google stated posts that they woukd not follow the Giant MS on developping their apps on WS cause of developemment prices...big **** from Google cause BizSpark is also used for third part apps if creators dont have budget and if the project is viable...
I create a company gere in France concerning tattoo and needed to integrate new technologies as Omnitouch system...by the way I have the idea to implement Google Glasses to my idea...
When I suggest to MS a partenariat with Google and thier MS Omnitouch system they answered me favorably and made a contact with Google for me to present the way of idea...
On my and other similar ideas the 2 Giants worked behind the scene on nowadays HoloLens ....
Yes...cause when i started to use the 2 different parts of each one, a year later MS announce me the changing way of my own project and proposes me to use the new common patent...holoLens...
Cause privacy and secrecy for my company and other parts I cannot show you my exchanging mails with all parts MS as Google but it's the whole truth...
So all this explanation is to affirm that the more openning mind for collaboration comes from MS...
Google love to works behind the scene in many ways as even CIA or NSA...
