Must be at least 90% or better alcohol content. Lower than 90% means it may have too much water in it and will not dry quickly or properly.

I finally manged to purchase a new fan/heat sink from the US online, and shipped it to KSA, then to Yemen.
However, now I don't have ISO alcohol. Also, I have not tried to purchased the two ISO alcohol from the US since I was afraid that even the fan/heat sink wouldn't be shipped. But I only tried as a test.
So, if I used the "surgical spirit" since this is the only thing found in Yemen, although I didn't see any alcohol in the specification typed the cover of its bottle.
My questions are:
1- what would be happening if there is too much water in the alcohol content used on CPU and GPU to remove the remains of old thermal compound(I.e. if I tried to clean the old thermal compound with the "surgical
spirit", what is the worst would be happening?)
2- I read that "The United States Pharmacopeia defined 'isopropyl rubbing alcohol USP' contains approximately 70 percent by volume of pure isopropyl alcohol.[5] The United States Pharmacopeia defined 'rubbing alcohol USP' contains approximately 70 percent by
volume of denatured alcohol.[6] In Ireland and the UK, the comparable preparation is surgical spirit B.P., which the British Pharmacopoeia defines as 95% methylated spirit, 2.5% castor oil, 2% diethyl phthalate, and 0.5% methyl salicylate"
3- I didn't find
Thermaltake TG4 in my own country. ALL Thermal Compound solutions available in Yemen are like the one
'ZP-360' I have used before
. So, if I applied the same thermal compound with the same way you mentioned previously ( 1 small bead in the center with 4 small beads in a square about half way
to each edge of the CPU. )
