'Battery Alert' appears before the 'press 'ESC' key for Start-up menu.', however, ' Cooling Fan Alert' appears after 'press 'ESC' key for Start-up menu.'

There is nothing to see in your screen shots except the high core / System temperature as shown in Red.

Rubbing Alcohol is another name. I have no idea where you can find it in your country, ask a Doctor.

Cleaning the old compound by applying new compound will not work, you need to remove "ALL" the old compound leaving a thoroughly clean surface on which you can apply the new compound.

1- why have you considered nothing to be seen in my screen shots except the high core temperature? Are the screen shots not clear?  

2- As YOU SAID before: Their is heat sensor is built into the CPU and sometimes an external sensor that is part of the motherboard. The heat sensor is used to measure the heat being generated by the CPU, if the sensor detects too much heat it will result in either reduced processor clock speed, controlled by software installed by the PC manufacture and or the BIOS shutting down the computer down.

YOU SAID that if sensor heat is defective, then I will need to either replace motherboard or CPU according to :: Yes, check your CPU and motherboard specifications to see which or both.

I didn't find any specifications letting me understand whether I will need to replace CPU or motherboard if sensor heat got defective. ALL what I have is below, and those screen shots:

What do you want me to see in my motherboard/CPU specifications? I only have general specs of my PC. There is no information about motherboard in my general Specs of my PC.

1 - Yes, the cooling fan is the 1st and least expensive thing to try. However, in my country, single fan(not the entire cooling system assembly) is sold by $50. Also, it isn't found easily.

Maybe I will find a chance to purchase some items not available in my country from online sellers who can ship them to another country. But I am not sure. Even if I have gotten the alcohol suitable, I still don't have the new fan.

Anyway, I only found this brand of ISOalcohol 

1-Savlon (Cetrimide 5% chlorhexidine Gluconate 0.5% +n/v.n Propylacohol 2.84% Broad Specturm disinfctant Detergent & Antibacteria Solution. (However, I saw that alcohol percent is very low in the components of that bottle.)

2- medical Spirit  ( I didn't see any ISOalcohol in its components)
