Yes, it has. However, the first screen shot of the heatsink which is sold for $18.
However, other heatsinks having the same replace part number and sold for more than $26, such as the second screen shot, don't have the pad in clear view.
I don't think that the heatsink sold for $18 is better than others sold more than $26.
I have done
Zoom in on the photos from both suppliers
(Copy and paste both to a folder) and open / view each photo using Microsoft's Paint.exe and you can see it's a rubber pad.
However, pad is still not clear.
