Since "CoolSense" is not an option to control fan speed, open the Control Panel / Power options / Change plan settings / Change advanced power settings / Processor power management / and check the Minimum and Maximum power state settings.
Also see if your BIOS has Fan Speed Control settings.

1- The error "'The system didn't detect that a cooling fan is operating correctly'" is no longer appearing to me.
2- What is the maximum load should my PC be in, and acording to it I can judge that CPU and GPU temperatures are normal? NOTE those CPU and GPU temperatures tested were while my computer is in load(about three streaming videos are playing on Youtube.com, and two videos stored on my HDD are played by Media players installed on my PC.
3- Have you seen the GPU temperatures via the GPU-Z and Speccy?
4- Do think that temperatures are still a little high since I didn't use the correct thermal compound. I used Heatsink Compounds 'ZP-360'
I think you have done the best you can, the CPU temperature is a little high but not by much based on some tests I've seen for your 2410M processor.
If you have fan speed software on your computer you might try adjusting the speed to lower the temperature.
1- I have run the SpeedFan tool, and I have sent its test results to you. Have you seen it? I do think it is just fan fan speed-monitioring software, and it is not fan speed software?
2- Although I have sent the spare part number of my old fan/heat sink to the seller before purchasing the fan/heatsink that I need, unfortunately the new fan/ heat sink assembly purchased from eBay was not fitted to my motherbooard.(i.e. it wasn't mounted to the CPU and GPU). However, only the fan was similar to my old fan. So, I took out(removed) my old fan from my old heat sink, and after taking the new fan from my new heat sink, I installed the new fan in-place my old heat sink very well.

3- By the way, the new fan/heat sink NOT suitable to be in-place my old fan/heat sink has been pre-applied with thermal compound by vendor. So, all what I need to do is applying new thermal compound onto the CPU and GPU, and mounted Fna/heats sink onto the CPU and GPU. But do you think it is reasonable there is a pre-applied thermal compound on the new heat sink? If yes, then If I applied new thermal compound onto CPU and GPU, and in the heat sink, the contact surfaces to CPU and GPU are pre-applied with thermal compound by the vendor, then the amount of thermal compound would be much.
