1- when restart my notebook via Windows 7, then there is no error appears, however, the error only appears whenever I start my computer by pressing the 'turn on' button.
Try the following:
a) Turn on your computer using the "turn on" button. Do you see the error message Yes / No ?
b) Wait about 5 minutes and turn off (not a restart) the computer.
c) Immediately after the computer has been turned off in step b turn it back on using the "turn on" button. Now do you see the error messge

Then since it is your money, pick the seller you feel is the most reliable in case there is a problem with the part they sent you and it needs to be returned.

In my heatsink, there is a silver pad located in the part I circled in the images below:
However, there are no clear sliver pads located in the images below. Do you see any?
So, however, since the first one is cheaper than the second one, I am confused which one is better?
